Associate Vice President of Finance and Administration

Black River Technical College is seeking qualified applicants for the position of Associate Vice President of Finance and Administration (AVPFA).

The AVPFA is an associate executive officer and will work directly with the Vice President of Finance and Administration during a transitional period intended to result in the promotion to VPFA and Chief Financial Officer upon the candidate’s successful completion of outlined expectations. The transition period will end upon the current VPFA’s retirement at the end of the 2027 fiscal year.

The AVPFA will report directly to the President and will serve as a member of the President’s Cabinet. While working with the VPFA, the AVPFA will be responsible for providing additional oversight in the areas of supervision for the VPFA position, as identified in the essential areas of oversight, duties, and responsibilities section below.

This position is governed by general accepted accounting principles, applicable State and Federal regulations, and the institutional policies of the College.

The ideal candidate should be energetic, motivated, and able to demonstrate a track record of successful, progressive responsibility. Strong analytical skills, strategic planning skills, and communication skills are essential.

ESSENTIAL AREAS OF OVERSIGHT, DUTIES, AND RESPONSIBILITIES (INCLUDING, BUT NOT LIMITED TO):

  • Leadership - Planning, development, and financial management
  • Administration of the business office
    • Financial Reporting
    • Student billing and receivables
    • Accounts receivables and payables
    • Procurement
    • Payroll
    • Travel
  • Auxiliary services (campus store, grill and coffee shops, and vending)
  • Information technology
  • Facilities and physical plant, including project management
  • Custodial services
  • Campus police department

REQUIRED QUALIFICATIONS:

  • Master’s degree, preferably an MBA or MAcc, with an undergraduate degree in accounting or closely related field, from a regionally accredited university.
  • Five years’ related experience and/or training, with increasing levels of responsibility in all or most of the following areas:
  • General ledger accounting functions including accounts payable, accounts receivable, and payroll.
  • Budgeting
  • Financial reporting
  • Compliance
  • Internal controls
  • Project management
  • Knowledge of technologies that supports a broad range of accounting functions
  • Strong communication skills, both oral and written.

PREFERRED QUALIFICATIONS:

  • CPA license
  • Experience in higher education

TYPICAL QUALIFICATIONS AND SKILLS:

To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Knowledge
Comprehensive knowledge of current accounting standards (GASB, FASB, GAAP) and accounting associations (AICPA, ASCPA, NACUBO, SACUBO); Thorough knowledge and experience with complex integrated financial systems and related applications.

Communication Skills
Ability to read, analyze, and understand the most complex documents; Ability to respond effectively to the most sensitive inquiries or complaints; Ability to prepare written reports with demonstrated above average writing skills; Ability to communicate tactfully, professionally, and effectively with others.

Mathematical Skills
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.  Ability to apply concepts such as fractions, ratios, and proportions to practical situations; Ability to analyze costs and maintain feasibility data to evaluate projects and project future needs.

Critical Thinking Skills
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Planning
Considerable responsibility with regard to general assignments in planning time, method, manner, and/or sequence of performance of own work, in addition, work with a team to organize work operations for a division of employees engaged in widely diversified activities; Ability to manage multiple complex projects with competing deadlines.

Decision Making
Performs work operations which permit frequent opportunity for decision-making of major importance which would have considerable effect on the final attainment of multiple major activities.

Mental Demand
Highly intense mental demand. Continual involvement with strategic and operational management functions which relate to both the short-term and long-term time periods.

Analytical Ability / Problem Solving
Solves problems in novel, non-recurring or swiftly changing situations in which the approach is not fully defined. Guidance from the VPFA.

Accuracy
Accuracy which is critical in financial reporting, planning, budgeting, and forecasting. Though frequent possibilities of error exist at all times, they must be detected and addressed.

Software Skills Required
Accounting, Contact Management, Resource Planning, Presentation/PowerPoint, Spreadsheet, Word Processing/Typing, Basic Database.

  • Eight hours of vacation leave monthly after fulfilling all work hours in a pay period

  • 14% minimum retirement contribution from BRTC each pay period
